Development and Neighbourhood Services are responsible for policies and strategies in respect of the environment of the Borough and emphasis is placed on environmental qualities.It discharges the Council’s statutory and regulatory functionsrelating to town and country planning, building regulations and it supports key Council Initiatives in respect of the economic, social and physical well being of the Borough.

The Building Control Section is based upon two area teams, one north and the other south, for plan checking and site inspections.Both operate from Gloucester House in Stockton Town Centre with mobile phones assist communications. Folders and guidance
notes are available.

Building Control are also responsible for advice on Fire Safety and also liaise with other council departments to ensure that requirements relating to Safety at Sports Grounds, Public Events and Entertainment Licensing etc, are considered. A close relationship with the councils planners, Environmental Health Officers, Northumbrian Water Authority and the Fire Brigade, on a daily basis to nsure an integrated approach.

A duty officer is available to give advice throughout the day and also a Fast Track Plan checking service operates for domestic work. We also encourage applicants to contact us for preapplication advice, especially for major schemes.
